The Institute of Certified Public Secretaries of Kenya (ICPSK) is a professional membership organization established by an Act of Parliament Cap. 534 Laws of Kenya. The mandate of the Institute is to promote the practice of good governance in both private and public institutions.

With an aim of enhancing professionalism in the accounting and governance sectors, the National Treasury had recommended the enactment of a Governance, Accounting and Reporting Framework Act, 2014 which among others things would consolidate the CPS and CPA Acts and at the apex establish a Governance, Accounting and Reporting Council (GARC) as the oversight body to regulate the professions.
